El 26 de julio de 1828 el General Juan Antonio Lavalleja convoca al pueblo para la elección de una asamblea que ejercería la función legislativa. La legislatura electa pasó a llamarse Asamblea General Constituyente y Legislativa del Estado, se instaló y sesionó por primera vez en la Villa de San José, el 22 de noviembre de 1828. En ese momento comenzó a funcionar el parlamento nacional, por entonces unicameral.
