En esta carta, el ingeniero José Serrato se dirige a su amigo Héctor Payseé Reyes con el propósito de exponer las razones por las que declina el homenaje en su honor previsto para el 26 de diciembre de 1945. Dicho reconocimiento celebraba la ratificación de la Carta de las Naciones Unidas y su destacada labor en la Conferencia de San Francisco, donde ejerció como presidente de la delegación del Uruguay.
